Do you have other Steam games which do work?

The thing is your log is fine, what you commented is a minor issue and in almost every log, so it should not hurt.
Your log looks like a normal start and then quit without issues.

However, when the game is restarting in a loop this is normally caused by Steams DRM check, which seems to fail.
What it does is detecting if Steam is running and if not, it quits the game and tries to restart it together with Steam.
Somehow yet it still thinks Steam isn't running.

This is more an issue with the Steam client it self than with the game.

I recall this happened before but is a very seldom issue.
If I remember correctly it was simply fixed by uninstalling and reinstalling the Steam software.
This is what I would suggest you to try.
(Hint: reinstalling Steam client does not remove any of your save games or game settings, because all of them will remain safe in your Steam cloud)

the next patch comes with some remarkable performance improvements and the problem that units have issues reaching their target in lag situations will be fixed.
But not sure if it will fix your issue to full extent.
The slow UI issue on the other hand, might be entirely fixable but needs trying.
We found several specific hard and software configurations having this problem.
Can you try to start the game with launch option "-force-d3d11" and see if the UI is more responsive?

your log shows an issue with initializing up the networking for the game:
"NetworkConnectionError.CreateSocketOrThreadFailure"

The error says that the socket the game tries to use is already in use or something is blocking the network connection which can have multiple reasons.

In simplest case maybe any process using the socket did hang and not free it.
Did you try to restart your computer since it happened? (not very likely but possible it fixes it)

Do you run any software / server which is using ports 27015 and 27016 which are required by the game?
Please double check if these ports are available and not blocked.
(eg. ARK Server is known to do so and can not run together with the game)

Do you use any security software which might (unintentionally) block the networking for the game?
If yes add an exception for WFTO.exe and WFTOGame.exe.
(AVG Antivirus is the only AV software known for seeing the game as false positive, but it could be potentially caused by any security software)

You are not aware of any program which is still installed which could change network restrictions or block connections and none of above hints help?
If you are sure your network settings are not changed on good purpose and you would like to reset it to default behaviour,
then you could try to do an "winsock reset", restart the compouter and finally the game. See here how this can be done:

above the textbox where you enter your report is an "Insert File" button (paperclip symbol).
Please use it in future to not bloat bug reports with log file text.

if you just hit uninstall and install again in steam it doesn't change anything.
Can you try to verify your game cache?

Also did the game not create any log file as also described in the link?
