Cannot build rooms into a newly purchased area

I bought this space in the Transport Tycoon chapter, and cannot build stuff, because it's still recognizes the rubbish items as they would be there. Saving and loading again solved it.

Please note that the files must be generated on the same save file where the issue occurred.
