Cured patients keep leaving transport and teleporting back

I seem to have run into a bug on Chapter 5 where two of my cured frozen dignitaries leave the shuttle and teleport immediately back. I'm unable to teleport them elsewhere in the hospital. I've verified my game files and reloaded a number of times. This leaves me unable to progress and I'd rather not have to race against Salazon again.
