Hospital Rating Frozen

This is an issue that only came up within the last couple of days. I've tried playing two different levels - One Species' Trash and Toxin HQ - and the hospital rating suddenly freezes. The number of stars won't change, even if things get much worse or better. I played a level for over a half hour, adding and changing quite a bit, but the rating never changed.

One Species' Trash got stuck at 4.5, and Toxin HQ at 3.1. Toxin HQ was a fresh game, while Trash was a continuation.

I've tried quitting and restarting the game twice.
