Recovery Ward - Should Require doctor desk

At the moment anyone can simply walk into the recovery ward and use a bed meaning the only setback to having one is the space it takes up. I think it should require to be staffed. I know in different same style games they have a nurse individually take people to and from beds which might be too harsh and create far too much of a bottleneck.

I'm thinking the best of both worlds would be one doctor desk in the room allows up to 3 beds. As long as doctor is in the room then patients can come in and use those beds without delay. The more doctor desks the more beds.
