Chapter 2 Progress Flag Loss

I started Chapter 2 and progressed up to the point where there is a requirement to build the Dreamarium. Closed the program and reopened it later. When I did the build room tab is lacking the option to build the Dreamarium and is also lacking the option to build a Laser Surgery room that was already built earlier in the chapter. The game is notifying that a Dreamarum needs to be built and has a button on patients saying, "Build" but the button does not function.

This has stopped progress on the chapter.
