Workers stuck at carrying prisoners to full prison

Long story short. I had a full prison in last mission of campaign and I saw some of the workers just kept moving unconscious heroes around the prison until he died. They kept picking him up, realizing that prison is full and leaving him nearby.

We assure now that always the exact right amount of prisoners is brought to prison.

Can confirm. I think this happens when multiple workers pick up KO'd enemies but the prison only has space for, say, two more prisoners, while the workers carry four of them at once towards the prison.
