Altar tooltip is wrong
The tooltip for Altar in the Ritual Chamber shows the Tooltip for the Artifact Altar from Heart of Gold.The aforementioned altar shows the tooltip for Research Shrine

The bug was fixed even before it was reported. Awesome.

This issue is known and fixed internally.
In the coming patch v1.4.1 the tooltips will be correct.
