Objective stuck on Return to Sender (DLC Level 3) - unbeatable

Bug similar to Return to Sender Objective does not complete - but at 50% and not on challenge mode. On loading bugged save I can hear the cannon going off but nothing else happens and it's impossible to progress further. Criteria to meet 50% had been met prior to saving.
