It's completely impossible. I CHEATED with the software "cheat engine". Giving myself infinite money and craftium, and I couldn't do it!
I sure hope this is a bug, because if it is intended, you guys are sadists XD

Here is the save at the moment I "gave up and concluded this was definitely a bug". I have absurd levels of money and craftium in this save, but that's because I cheated in order to get massive amounts of ressources and prove to myself that strange things were indeed happening with the spawning, there.
After failing the scenario several times normally, and feeling like there was way, WAY too many patients, I concluded this had to be a bug, so I decided to use CheatEngine to make an experiment : I cheated so I could see if the level was even "theoretically possible" in its current state, by buying all the space and building many rooms. But no, there is just no way to ever contain the flow of patients. Even with basically infinite money.
Without cheating, I would have lost long ago after buying one or maybe two "buildable zones", which is what happened in my previous, normal playthrough of the map (on challenge, at least). Something has to be broken with the spawn algorithm, there, for right now, this sandbox map is way harder than even the final level of the voice beyond (and, probably, not even possible at all)

That sounds strange indeed. I'd love to get a look at the particular save if you can provide it.
IF you can load in and repeat the affected steps then generate a debug file for us that'd be great. We might be able to see something causing the spawn rate to go haywire. How To: Generate Debug Files for Bugs
