Privatised Healthcare is stuck at 97%

Hello, currently myself and some others are experencing a stuck % in regards to the Privatised Healthcare. my current percentage is stuck at 97% and hasnt moved in about 15 hours or so of gameplay. I have earned all 10 mil in one run by just setting up a hospital and letting it run. i have also tried it on xbox series X as well and same result no movement with the %

i was able to unlock this by deleting my data then starting fresh and getting the 10 mil

Your welcome! I didn't lose my data as what I did is 

deleted the folder from the app data folder

re installed the Game and didn't sync my cloud save

this step made it so basically I deleted everything and was able to start fresh but keep my 45 hour save in the cloud

played offline til I got the achievement to unlock

closed game and re opened it and synced from the cloud restoring my data


As a side note I had tried playing on cloud console and re installing on pc and letting the data re sync but the progress didn't move. This is the only way I was able to get the achievement to unlock
