Same expertise options for all doctors

Whenever I attempt to select an expertise for a doctor, I am given the same three specialization options for all doctors. In my particular case, I seem locked into picking between Boning Room, Zen Garden, and Xtra-Ray options for any given doctor. This occurs when:

1. Putting a Level 1 Trainee in the Training Room and getting them to Level 2

2. Giving a Level 1 Trainee a Grenknowledge Bar to get them to Level 2

3. Hiring a new Level 2/3 Doctor with an existing specialization, regardless of whether or not it is one of the three listed above, and using a Cobalt Suppository to reset their expertise
