Characters freeze in place, unable to walk

I'm having issues with all my characters freezing, they stay in place and don't walk, as time goes on they get worse and more needy, I'm about to reach 5 stars and I don't want to start all over again, and this issue is making me not want to continue the game.
I've had it before but I can recover by quitting and re-entering, I don't know why it stopped working this time. Help, help me!

I'm having the same problem. Everyone just froze. Patients, doctors, Medi-bots. Attached the debug. I've tried teleporting around some people, but they all just immediately freeze up again.

I was able to get a somewhat temporary work around by moving teleport pads around. This would seem to unstick everyone at least for a few minutes. But, then they would get stuck again. Eventually even moving teleport pads wouldn't unstick everyone. They just stand there, slowing draining energy, food, health, etc...
