No one moves in sandbox Chapter 4 Xbox series X

After completing the story in Chapter 4 on Xbox Series X, none of the patients or staff moved. Their needs continue to change so my rating has decreased but nothing I’ve tried has fixed it. I’ve tried moving to other chapters and back, restarting the game, and restarting the console.

Steps to reproduce:Complete the story for Chapter 4 on Xbox Series X. I don’t have any other details to recreate, unfortunately. I stayed in the level before moving to Chapter 5 and it just stopped working, likely after pausing.
