After deleting my cloud save, starting over with an empty profile, and playing normally, I got it to finally unlock. No longer an issue for me.

I don't know if this helps, but I found this error in both my logs:

I attempted to create debug files but Ctrl+Shift+F7 isn't doing anything.

Hey! I am sorry you have a problem with one of your achievements being stuck. To investigate the issue, we need you to provide us with certain game files - Instructions on generating the files can be found HERE. Please note that the files must be generated from the same session the bug has occurred.

Additionally, if possible, could you record a short video showing the problem?
