Strange performance drop in chapter 2

In chapter 2 I noticed a strange performance drop, my fps will go down, temperatures will rise quickly, and my gpu will start drawing a lot more power when looking at the festival or just empty space. In fact its worse when looking at empty space, but when I go back to looking at the busy station it goes back to normal. It only seems to occur in this level, the others are fine. My specs are Ryzen 7 5800x processor, 6700 XT gpu, and 32 GB ram, and I am playing at 1440p.
