language encoding problems missing translation

• Windows 10 64bit

• 8G RAM、AMD FX8300、Nvidia GTX750TI
• Game verion:2.0.2

Hello developers,

I found out that the subtitle of the video is shown unproperly, which is shown at the following picture.

Step to reproduce:（In Chinese simplified or Chinese Traditional）      

• Go to Single player> Campaigns >The Under Games
• Play the video.

And I found out that the translations are missing in neither official Chinese simplified translation nor

my own community translation. I encountered this problem in v2.0f9.

Step to reproduce:

• Go to Single player> Campaigns
  
• Put the cursor on the small circle for a while.

Please help and fix them,thank you!
