It is possible to possess the power of siege shrines without having them, allowing me to mine through enemy fortified walls as though they are nothing.
Replication steps:
1 - Play a skirmish/scenario map which has siege shrines, and complete it. Preferably, use this one, because it is the one which I used to replicate it reliably:

2 - Play any map/game, including multiplayer/official campaign. You can now mine through any Empire/player wall as though you still have the siege shrines, even though you do not.
You must not close the game at any point otherwise it resets. It is possible that this only works on workshop maps, and that it requires either a specific number of siege shrines, such as three, or completion of the level.
