Imps are constantly trying to strengthen it - which is impossible - because there is no communication from the occupied territory. Please, destroy the bug.

I just loaded your save game but can not see any worker doing what was happened in the video.
Maybe it got silently fixed meanwhile.
Can you load your own save file and confirm it is still an issue? For me it seems it is not.
