I finally got it, but it was confusing. When placing "claimed tiles" on top of room, it doesn't clear the rooms.

I just fixed it. Thanks for your report

Just open the map editor. Build any room. And try to replace it with occupied land (same owner). Fail. This is a bug. The video even made, how else to explain?

Perhaps you did not understand that the bug is not in the game. The bug happens when you edit the map in the map editor. So what "save" do you want to? What good is to load a saved game, if bug in the MAP EDITOR?
