Twiggy Pop not doing anything
Twiggy doesn't do anything, just stands in the hallway. Other consultants work correctly. Dismissing and rehiring her does not correct the problem, changing her costume does nothing.

Her listed current action is either trying to move to a room to work it, or to move to a trash bin. Hope that helps narrow it down.
