DLC - Chapter 2 - Sandbox - Too many Patients

I beat the chapter 2 DLC level, but now that I'm in sandbox mode to 5 star it, patients are showing up en-masse.  It's impossible to treat the hundreds coming in due to space.  This tanks my rating and plus saboteurs cause a lot of death and fees.

Something's up with the trains.  They're producing way too many patients in Sandbox.
