Made sure on my map. Because of this, shrines are inaccessible to all Underlords. Themselves neutral bombard and swords Lotus - attack. But I raise a flag to them (and opponents are bots, too, put), units (of all types, and reasonable, and beasts, and titanium, and fire spirits) just go back and forth and not attacking. Please fix. Played 2 times, everytime the same. Replacement for Imperial defences is not universal (there are maps with active Empire) and does not negate the bug.
