Heart of Gold Campaign: Search for the Summoning Stones

I tried and tried but I cannot claim some of the artefacts. I cannot build roads on the unclaimable Phaesian roads so I cannot connect to some of the artefacts that are surrounded by impenetrable walls and Phaesian roads. Please help!
