Workers tries to claim an Overworld Gateway owned by Empire with no result

As hard as they're trying to, workers cannot claim an Overworld Gateway owned by Empire, they sit there and get stuck, only to change their position for a second and than retrying to claim the Overworld Gateway but with negative results.
