Bombard is firing onto partially finished blueprints, but dealing no damage

Bombard can fire onto enemy's defence blueprint that is build in part, but the projectile just walk through it, dealing no damage.

Storm Vortexes in the other hand, can damage and destroy enemy's defence blueprint that is build in part.
