Attracting empire units
You can attract only 1 bard, arcanist, highguard, vanguard.

This is because they are considered super units, so for balance reasons you're limited to 1 of each.
Currently working as intended. Will likely be reviewed for 2.0 as with a lot of other things in relation to game balance.
