Quite a lot went wrong this time. In short, I can do this:

Spirit chamber mana 'locked':
Replication does Not always work. It may require a few tries. This only works on the very first skirmish game started. The steps:
1 - Start a skirmish game with an AI in the game. I used difficulty easy, personality Rhaskos, colour red, theme Rhaskos for all testing.
2 - After five seconds or so, leave to main menu.
3 - Immediately re-select the map and open it again. If it works, it shall show up as per the first screenshot.
4 - If not, reboot and try again.

A word of warning, playing the game with this causes the output log to bloat considerably. It was 27MB when I first found it, and 31MB by the time I had compressed it.
Thanks for the steps, this is something that has occasionally happened internally, but we've never been able to reproduce.
