Just summon one. It will go up and create an Earth tile automatically, and you can't change that.
Indeed that's an intentional behaviour.
But you're right, it says it can be disabled, good find, thank you.
Pretty sure it says that so you can disable it, and cancel it activating if you change your mind.
Can you still re-activate manually it if you disable it before it auto-activates?
Could also be a remnant from when you had to activate Replacement Walls but that was definitely before patch 1.2. If you can't stop the replacement wall appearing then the tool-tip is incorrect and should simply have the last section removed.
The tooltip needs updating then, thanks for spotting and reporting it.

See attached UE Ticket Comments. "Building State" section of tool-tip should be removed.
That's how it's designed....if you don't want to replacement earth straight away then don't place the construct.
