The Replacement Earth activation issues
- It starts activated already after being summoned.
- It can't be toggled manually, preventing you from delaying the Earth tile creation as you desire.
Just summon one. It will go up and create an Earth tile automatically, and you can't change that.

Indeed that's an intentional behaviour.
