I've noticed the last several times I play that my mouse gets stuck in rotate mode, making it nearly impossible to play. Is it my mouse, or something in the game?

Not seen any reports similar to this so I'd be inclined to think something on the Hardware/Software side for your mouse. Though I'm not entirely sure what you're describing when you say "Rotate mode" what exactly do you mean?

The mouse won't go into scrilling mode, it just rotates, even if i repeatedly click the middle mouse button, or zoom in or out, or use the keyboard scroll keys. the view just changes from straight down to the standard view, not allowing me to move around the map

Hmm well the mouse should rotate only if the middle mouse button is pressed. Otherwise it should behave normally. Can you read this topic: How to: Submit a Bug Ticket and include all the information requested.
